The Woodbine Secondary Plan study is being undertaken to develop a vision and comprehensive planning framework for the Secondary Plan area anchoring the southeast quadrant of the Woodbine lands. The framework will form the foundation for the Woodbine Secondary Plan, Urban Design Guidelines, Transportation Master Plan, Infrastructure Master Plan and other planning tools to guide the development of a complete community within the Secondary Plan area that is well integrated with the overall Woodbine lands.

The Woodbine Secondary Plan study is a City-initiated process with background materials submitted by the landowner, Woodbine Entertainment Group (WEG) and their consultants, based on the City’s approved Terms of References. The WEG submission included a conceptual Master Plan, conceptual Urban Structure Plan, various technical studies and draft guiding principles supporting WEG's vision for a mixed-use community within the Secondary Plan area. These materials were used by City staff to frame the first phase of the Secondary Plan study process and formed the basis of community and stakeholder engagement. This work resulted in the identification of eight key principles and emerging directions for the planned urban structure which will inform the next phase of work: open, connected, rational, diverse, flexible, complete at every stage, sustainable, a place of its place.

The next phase of the Secondary Plan study will include continued engagement with community members and stakeholders; completion of the updated Compatibility and Mitigation study; identification of community service and facilities needs and opportunities; refinement of the emerging directions for parks and open spaces; and the preparation of the Urban Design Guidelines. This work will proceed concurrently with the advancement of the Transportation Master Plan and Infrastructure Master Plan and will informed by, and aligned with, the outcomes of both plans.

Staff expect to bring forward the final report and recommended Secondary Plan, Infrastructure Master Plan (IMP), Transportation Master Plan (TMP) and Urban Design Guidelines to City Council for adoption by the second quarter of 2027. The Secondary Plan will guide growth and investment of a complete community. The IMP will address the municipal infrastructure servicing requirements, including stormwater management, storm sewer, sanitary sewer and water servicing needs, as well as green infrastructure and low impact development opportunities. The TMP will address the street network, transit and active transportation connections. The Urban Design Guidelines will support and provide additional guidance on the built form, public realm and parks and open space policies in the Secondary Plan.

The property owner is seeking relief from the by-law regulations to be able to use a Juliette-style enclosure and gate to prevent access into the pool area. If the owner was to erect a 4th fence between the pool and the deck, there will be limited access to move in that area.

The proposed fence does not create a sightline obstruction.

A main feature of the project was the installation of a bi-directional separated cycle track along the eastern edge of Mill Road, from Burnhamthorpe Road to Rathburn Road, in Ward 2- Etobicoke Centre.
\r\n\r\n
The new cycle track was constructed in 2025 using quick-build concrete barriers placed along the eastern edge of Mill Road, and it allocated pavement space between the existing road curbs to the new cycle track without eliminating any motor vehicle travel lanes. The original two lanes of the road were reduced each from 5.0 metres wide to 3.3 metres wide to accommodate the 2.4 metre wide bi-directional cycle track. With parking or stopping already prohibited on Mill Road, there were no parking or regulatory impacts to this portion of the road.
\r\n\r\n
In addition to the quick build components, there were some minor reconfigurations at the main intersections to facilitate safe connections between the new cycle tracks and new off-street bikeways on Burnhamthorpe Road and Rathburn Road.
\r\n\r\n
However, at the same time of the cycling project, City Staff made some geometric changes to the intersections with perpendicular streets to Mill Road. Through line painting, the placement of flexible posts, and the placement of precast concrete barriers, there were curb extensions, reductions to the turn radii, and reductions to the pedestrian crossing distances parallel to Mill Road. These changes, in conjunction with the installation of the new cycle tracks, have created some issues that have generated concerns from the public who use the road.
\r\n\r\n
Complaints from the public are various, however many are related to the tighter turn movements associated with the intersection geometry changes, and reduced lane widths of the main road. Many motorists have complained that to execute a turn onto the narrower lanes, portions of their vehicle must cross over the new centre line. Others have expressed concerns over tighter movements and visual distractions at intersections, and at times, the inability to have simultaneous turn movements.
\r\n\r\n
Based on my observations, most of these issues may be overcome with minor adjustments without affecting the integrity of the overall bikeway project or the previous Council approval. Some of the complications are a result of layering additional geometric change initiatives which were not integral to the new bikeway project. A close examination and investigation of the placement of curbs, driveways in the public boulevard, line markings or regulatory signage is required, and many of these are within the jurisdiction of Community Council.
\r\n\r\n
The purpose of this motion is to recognize the public concerns, and to formally request that priority be given to making some adjustments to the road and infrastructure installations. In the event that staff require any approvals to implement changes, a future report may be made to the Etobicoke York Community Council or other committee.

These impacts can negatively affect neighbourhood livability and contribute to conflicts over limited curbside space. At the same time, parking at TTC Stations play a critical role as first- and last-mile infrastructure by enabling residents to access public transit where walking, cycling, or feeder bus options are limited.
\r\n\r\n
Maintaining and restoring access to transit parking can help reduce congestion on local roads, support increased transit ridership, and provide practical transportation options for Etobicoke-York residents during the transition to improved transit service.

The Chair acknowledged that the Etobicoke York Community Council was meeting on the traditional territory of many nations including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. The Chair also acknowledged that Toronto is covered by Treaty 13 with the Mississaugas of the Credit.
