Official Plan Amendment 902 is the outcome of the Wynford-Concorde Focused Area Study, which is a multi-phased process officially launched in 2023.

The goal of the Wynford-Concorde Focused Area Study is to develop a planning framework that focuses on an enhanced public realm and streetscape integrated with a multi-modal transportation network intended to serve the existing community and future residential and employment populations of the area that are anticipated to grow as a result of higher order transit being introduced to the area. The Eglinton Crosstown Light Rail Transit began service in February 2026 with three stops in the study area, and the Ontario Line subway that is now under construction will terminate at the Don Valley Station in the area. The anticipated “big moves” for the study area are, enhanced sidewalk widenings and bikeways, greening and tree planting, landscaping, and lighting; the addition of street furniture; key intersection improvements; the introduction of mobility hubs; and potential new parks.

The policies contained within the Site and Area Specific Policies (SASP) are intended to guide change through improved connections and sustainability, enabling the area to become a transit-supportive pedestrian-oriented community with an enhanced public realm, while maintaining automobile access. The Site and Area Specific Policies contained within Official Plan Amendment 902 provides a framework for public realm, streetscape and mobility for the study area.

Official Plan Amendment 902 is consistent with the Provincial Planning Statement (2024)(PPS 2024) and conforms with the Official Plan.

The Vision Zero Road Safety Plan Speed Management Strategy focuses on how higher speeds contribute to higher risk of serious injuries and fatalities, and that setting lower speed limits is a key tool for reducing operating speeds on Toronto's roadways.
\r\n\r\n
The Vision Zero Speed Management Strategy includes a program for reducing speed limits on local roads, as defined in the City's Road Classification System, and public lanes or public alleys, to 30 kilometre per hour, on a neighbourhood basis. With this approach, the City is no longer required to sign every individual street within that designated area, but only the entry and exit points to / from the designated area where speed limits change and any internal roads with a different speed limit.
\r\n\r\n
The purpose of this report is to recommend area-based speed limit reductions to 30 kilometres per hour on public lanes or public alleys and local roads in Ward 15 in the North York Community Council area as part of the Vision Zero Road Safety Plan, Speed Management Strategy, as well as to place existing 30 kilometre per hour collector roads into the corresponding areas.
\r\n\r\n
This report also recommends reducing the speed limit on Sandfield Road, between York Mills Road and Sagewood Drive from 40 kilometre per hour to 30 kilometre per hour. Sandfield Road received speed hump traffic calming measures in 2003, before speed limit reductions to 30 kilometre per hour were implemented in conjunction with traffic calming. This speed limit reduction is in line with the Council approved 2023 Traffic Calming Policy.
\r\n\r\n
Lastly, this report recommends reducing the speed limit on a 90 meter section of Broadway Avenue, between Bayview Avenue and Bessborough Drive, from 40 kilometre per hour to 30 kilometre per hour. The speed limit along the section of Broadway Avenue immediately to the west, between Mount Pleasant Road and Bayview Avenue, and the section immediately to the east, between Bessborough Drive and Don Avon Drive, are currently by-lawed at 30 kilometre per hour. The proposed reduction in the speed limit will establish continuity along this section of roadway.

Toronto Parking Authority (TPA) has worked with Transportation Services to identify a new on-street paid parking opportunity in Ward 17 that will support the local community and area businesses by providing additional parking for a neighbourhood that currently needs parking for more than a three-hour period.

Through this review, Transportation Services is requesting approval for the installation of on-street paid parking on Adra Grado Way and Okra Tomar Crescent in Ward 17. The proposed parking changes will replace the unsigned three-hour maximum parking regulation currently in effect and the proposed changes will not impact the flow of traffic.

Residents contacted my office with concerns of overnight parking all year round (12 a.m. to 6 a.m). After discussions and a poll, a majority of residents (approximately 70 percent) were in favour of prohibiting parking during these times. At the request of the community, I am making the following recommendations.

Given that additional review, there is confidence that the proposed queue-jump lane will not only have the potential to improve operational efficiency at this very congested intersection but, will not create any adverse effect on future plans including the possible closure of the southbound Allen Road on ramp.

Summary from the Report (April 20, 2026) from the Acting Deputy General Manager, Transportation Services:

As the Toronto Transit Commission (TTC) operates bus service on Lawrence Avenue West, City Council approval of this report is required.
\r\n\r\n
Transportation Services is requesting approval, on behalf of the TTC, to alter Lawrence Avenue West from the east side of Blossomfield Drive to the west side of Marlee Avenue (135 metres), to provide an eastbound queue-jump lane (QJL) for TTC buses. This action will also extend the current eastbound lane for right-turning vehicle traffic.
\r\n\r\n
The queue-jump lane on Lawrence Avenue West will improve service reliability and travel times by allowing TTC vehicles (327 daily eastbound trips) to bypass general traffic at the intersection of Lawrence Avenue West and Marlee Avenue. The proposal is supported by the City’s and TTC’s established criteria for queue-jump lane warrants.
\r\n\r\n
The proposed modifications do not require any road widening. The queue-jump lane can be accommodated by adjusting pavement markings, the lengths of existing turn lanes, and hatched areas, in line with the City’s lane width guidelines, and is not anticipated to negatively impact operations at the Lawrence Avenue West and Marlee Avenue intersection. As per the City’s and TTC’s practice, the queue-jump lane would be identified by signage and red pavement marking.

- Consider the use of rumble strips to slow down traffic especially near the Crosswalks, given installing Speed Humps on this TTC Route maybe be unsafe.
