The Director, Community Planning Etobicoke York District recommends that:
\r\n\r\n
1. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 750 Queen's Plate Drive substantially in accordance with the draft Zoning By-law Amendment included as Attachment 5 to this Report.
\r\n\r\n
2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.
\r\n\r\n
3. Before introducing the necessary Bills to City Council for enactment, City Council
\r\nrequire that the owner:
\r\n\r\n
a. Submit to the Director, Engineering Review, Development Review for review and acceptance, a Functional Servicing Report to determine the storm water runoff, sanitary flow and water supply demand resulting from this development and whether there is adequate capacity in the existing municipal infrastructure to accommodate the proposed development; and
\r\n\r\n
b. Make satisfactory arrangements with Engineering Review, Development Review and enter into the appropriate agreement with the City, which may include entering into an appropriate agreement with the City, for the design and construction of any improvements to the municipal infrastructure, should it be determined that upgrades are required to the infrastructure to support this development, according to the accepted Functional Servicing Report accepted by the Director, Engineering Review, Development Review.

This report responds to an application submitted by the property owner of 280 Driftwood Avenue requesting approval for a site-specific Fence Exemption under Section 447-1.2B(1) of Toronto Municipal Code Chapter 447 – Fences.

The property owner is requesting Council’s permission to maintain an existing wood fence, including its posts, with heights ranging from approximately 2.21 metres to 2.31 metres. The fence exceeds the maximum height allowed for residential properties under Chapter 447.
\r\n\r\n
Municipal Licensing and Standards staff inspected the property and confirmed that the fence is taller than permitted. As a result, a Fence Exemption is required for the fence to remain in its current form.

Municipal Licensing and Standards staff inspected the property and confirmed the fence exceeds the permitted height. As a result, a Fence Exemption is required for the fence to remain in its current form.

Etobicoke York Community Council direct the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public.

13. Etobicoke York Community Council direct the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired.

14. Etobicoke York Community Council direct the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site.

15. Etobicoke York Community Council direct the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor.

The purpose of this report is to conclude the Maple Leaf and Rustic Neighbourhood Streets Plan. The Streets Plan assessed existing conditions, engaged with the public and community organizations, and proposed appropriate changes to neighbourhood streets.

This report is a summary of the study findings and recommends changes for road safety and traffic management in the Maple Leaf and Rustic neighbourhood. Recommendations include a study of the Keele-Lawrence intersection, two new pedestrian crossings including a midblock safety improvement, new and refreshed pavement markings, parking and stopping restrictions, and school crossing guard studies.
\r\n\r\n
Other options for change have been identified by the study; these options include traffic calming measures, new sidewalks and further turn and entry restrictions on local roads. No recommendation regarding these options is made at this time. This report documents the findings of the Maple Leaf and Rustic Streets Plan study to support future case-by-case consideration in consultation with the local Councillor.

Canon Jackson Drive has been dedicated as public road allowance. Currently there are no traffic or parking regulations on this street. GHD Group, on behalf of the City of Toronto’s Engineering and Construction Services, is undertaking the replacement of a structural culvert located on Royalcrest Road, approximately 40 metres east of Highway 27. To facilitate the replacement work, Royalcrest Road will be fully closed between Highway 27 and a point 50 metres east. As a result of the road closure, the existing traffic control signal at the intersection of Royalcrest Road and Highway 27 will be deactivated, and vehicular traffic will be detoured through the intersection of Mars Road and Highway 27, located approximately 400 metres to the south. To ensure safe and efficient right-of-way control along the detour route, the installation of a temporary traffic control signal at Mars Road and Highway 27, along with additional stop sign controls for northbound and southbound approaches at the intersection of Baywood Road and Mars Road, will be required.

Transportation Services is requesting authorization for the following actions:
\r\n\r\n
- Installation of temporary traffic control signals at the intersection of Mars Road and Highway 27;
\r\n- Compulsory stop control for northbound and southbound traffic on Baywood Road at Mars Road;
\r\n- Prohibit southbound left-turns, northbound right-turns, westbound left-turns, and westbound right-turns at the intersection of Highway 27 and Royalcrest Road, and;
\r\n- Prohibit stopping at all times on both sides of Baywood Road, between Royalcrest Road to Mars Road.

The above traffic control measures are required for a period of 12 months from July 1, 2026 to June 30, 2027 to accommodate construction staging operation for the project.

Once the culvert replacement is complete, all temporary measures will be removed and Highway 27, Royalcrest Road, Mars Road, and Baywood Road will be returned to pre-construction traffic and parking regulations.

The Etobicoke Rotary Ribfest 2026 is from June 26th from 12:00pm – 10:00pm, June 27th from 12:00 – 10:00pm and June 28th from 12:00pm – 10:00pm at Cloverdale Mall parking lot. I fully endorse the plans to hold this event again, as was done in previous years.

Municipal Code Chapter 693 outlines the requirements for signs being used to advertise charitable, non-profit and community events, and does not permit variance or appeal to the criteria which regulate temporary signage.

The Etobicoke Rotary Ribfest is seeking permission to install temporary signage on City roads to support the event, as it has done in past years.
\r\n\r\n
The approval conditions ensure that there is a proven response procedure to address any signs which have generated a complaint, and ensure all signs are placed, maintained, and removed to the satisfaction of City Staff.

a. The ownership and entity responsible for servicing the Kiss ‘N’ Ride Zone, located on the east side of Royal York Road, north of Bloor Street West;

b. The service standards related to winter maintenance, litter cleanup and removal, pavement conditions and potholes, and parking enforcement, for the laneway and the Kiss ‘N’ Ride Zone, located on the east side of Royal York Road, north of Bloor Street West;
c. Any historical data related to traffic counts and utilization for the laneway running east/west, north of Bloor Street West.
The laneway abutting the commercial-residential properties on the north side of Bloor Street, between Royal York Road and Prince Edward Drive, is a key artery in The Kingsway community. It is used by local businesses to receive deliveries and by residents accessing the Green P parking lots that run directly adjacent to it. Many businesses also maintain back doors for customer use, creating regular pedestrian traffic.
\r\n\r\n
In 2007, after a safety audit of Royal York Road, Staff recommended that a Kiss ‘N’ Ride Zone be installed just north of the laneway and south of Royal York Station. The Kiss ’N’ Ride Zone begins at Royal York Road and ends before the parking lot at Willingdon Boulevard.
\r\n\r\n
Residents and local business owners have raised concerns related to the safety and maintenance of both the Kiss ‘N’ Ride Zone and the adjacent laneway. Issues related to illegal parking, snow, litter, and pavement conditions have been shared with 311 and my office.
\r\n\r\n
Given the significant use of the laneway and its importance to The Kingsway community, there needs to be further clarity as to who is responsible for servicing both the Kiss ‘N’ Ride Zone and the laneway, and what the existing service standards are for each.
