This Report recommends approval of the application to amend the Zoning By-law to permit the redevelopment of the existing gas station and will add a vehicle washing establishment at 5445 Steeles Avenue East. Along with the revised list of land use permissions, the proposal would renovate the existing facility to consist of four new gas pumps, two electric vehicle charging stations, an expansion of the existing retail store and the removal of the existing drive through restaurant.

This report reviews and recommends approval of the application to amend the Zoning By-law. The proposed Zoning By-law Amendment application is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan. The expanded commercial service uses support in creating an appropriate mix of uses to serve the needs of the community.

In response to Community Council direction, Transportation Services retained a consultant to undertake a feasibility study to consider sound mitigation along Highway 2A.

The length studied is approximately 1.5 km per side, for approximately 3.0 km in total along Highway 2A, generally between the Highland Creek overpass and Newmains Court. The intent was to evaluate extent of transportation noise in the area and opportunities to mitigate the noise, including the exploration of building a noise barrier.
\r\n\r\n
As part of the feasibility study, a noise study was completed to confirm the location and desired height of the sound barrier infrastructure and investigate alternative sound mitigation approaches, such as lowering the road classification or reducing posted speeds. Additional studies, including an Arborist Report, Geotechnical Report, and Soil Characteristic Report, were also completed. The final deliverable provided an options-assessment and a Functional Design of sound barriers and informed high-level capital cost estimates for sound mitigation infrastructure.
\r\n\r\n
The City of Toronto does not have a program to assess the eligibility to implement sound mitigation infrastructure along municipal roadways or expressways. While some jurisdictions have programs for assessing the eligibility of noise wall mitigation at locations adjacent to roadways or expressways (e.g. the Ontario Ministry of Transportation, the Region of Peel, and the Town of Oakville), at the municipal level these programs typically include a requirement for cost-sharing between residential property owners and the municipality.
\r\n\r\n
Given that the City of Toronto does not have a means of assessing and prioritizing eligibility for sound barriers (except where those requirements exist as part of the development approval process), or a mechanism to fund (and potentially cost-share with adjacent landowners) such infrastructure, Transportation Services does not recommend advancing the implementation of sound mitigation for Highway 2A.

Transportation Services is requesting approval to install traffic control signals on Kennedy Road at a point 140 metres north of Dancy Avenue and to remove the existing pedestrian refuge island (PRI) on Kennedy Road, approximately 50 metres north of Dancy Avenue. The traffic control signals will provide enhanced safety for all road users and is justified based on the assessment undertaken.
\r\n\r\n
There are several factors for the proposed recommendations:
\r\n- PRI's do not provide right-of-way for pedestrians and are not considered an enhanced form of pedestrian crossing protection.
\r\n- The heavy traffic on the five-lane cross-section of Kennedy Road poses potential safety concerns for pedestrians crossing at the PRI to access the TTC bus shelters located on both sides of Kennedy Road in the vicinity of the PRI.
\r\n- The distance between the nearest protected pedestrian crossings (traffic control signals) on Kennedy Road is approximately 790 metres.
\r\n\r\n
Additionally, staff recommend relocating the existing TTC bus stops and shelters on Kennedy Road to new locations, adjacent to the proposed traffic control signals. This work would be undertaken in conjunction with the installation of the traffic control signals and the removal of the PRI.
\r\n\r\n
The above recommendations will provide improved accessibility and a safer and more convenient crossing of Kennedy Road pedestrians, including TTC passengers.

Direct communication has not resolved the matter, and while Parking Enforcement has responded to numerous complaints and ticketed accordingly, the conduct continues. Both Parking Enforcement and Transportation Services have indicated that a further Parking By-law amendment would be helpful in relieving some of these concerns.

2. Subject to approval of Part 1 above, reduced the speed limit from 50 km/h to 30 km/h on Flerimac Road, between Lawrence Avenue East and Megan Avenue, in conjunction with the installation of speed humps.
This letter is a follow-up to the request of community members to implement traffic calming measures on Morrish Road. Staff have completed the necessary drawings for the installation of speed humps. Community members and the Highland Creek Community Association have asked our office for this, and our office surveyed the residents who live on the road who are fully supportive. The recommendations to install speed humps and cushions is another step towards the introduction of additional traffic calming measures in an area that has a need for increased traffic safety.
