The Etobicoke York Community Council recommends that:

1. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 16 Wilby Crescent substantially in accordance with the draft Zoning By-law Amendment included as Attachment 5 to the report (November 6, 2025) from the Director, Community Planning, Etobicoke York District.

\r\n

2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.

3. City Council classify the lands municipally known as 16 Wilby Crescent as a Class 4 Noise Area pursuant to Publication NPC-300 (Ministry of Environment and Climate Change Environmental Noise Guideline – Stationary and Transportation Sources - Approval and Planning).

This Report recommends approval of the application to amend a site specific Zoning By-law at 250 Wincott Drive and 4620 Eglinton Avenue West to increase the heights of two previously approved mixed-use buildings (Buildings A and B) from 11-storeys each to 24- and 29-storeys. With the proposed increase in heights, the current development application would permit approximately 690 residential units and 513 square metres of non-residential space, 470 square metres of community agency space, and 387 residential parking spaces in Buildings A and B. The site is currently developed with an existing commercial plaza (Building D) that would remain in the northern portion of the site. The site has permissions for an additional mixed-use building (Building C) located in the southeast portion of the site near the intersection of Wincott Drive and Eglinton Avenue West.

The current development application is scoped to the central and west portions of 250 Wincott Drive and 4620 Eglinton Avenue West, focused on increasing the heights of Buildings A and B while continuing to provide the main elements from the 2021 Rezoning (18 150932 WET 04 OZ), including non-residential and community agency space in the base buildings of Buildings A and B, and maintaining the previously approved public park, Privately Owned Publicly-Accessible space (POPS), private street with access from Wincott Drive and Eglinton Avenue West, and private driveway with access from Widdicombe Hill Boulevard. All site accesses would continue to have public access easements secured for both vehicles and pedestrians. The current development application does not seek changes to Building C and D beyond the permissions that are already in place for those two buildings through existing Planning Act approvals to date.

Overall, Buildings A, B, C, and D are designed to function together to provide a cohesive public realm and add a significant amount of new residential units (both rental and condominium), commercial space, and public amenities to this area of Eglinton Avenue West in close proximity to planned higher order transit – the Eglington Crosstown West Extension (ECWE) – with its associated planned stations at Kipling Avenue and Islington Avenue.

Given the nature of this corridor and its surrounding land use, it is recommended that the speed limit on Glen Scarlett Road, from Gunns Road to Symes Road, be set at 40 km/h.

The Etobicoke York Community Council recommends that:

1. City Council authorize the installation of traffic control signals at the intersection of Oakdale Road and Eddystone Avenue.

2. Subject to approval of Part 1 above and in conjunction with the installation of traffic control signals at Oakdale Road and Eddystone Avenue, City Council rescind the existing all way compulsory stop control at the intersection of Oakdale Road and Eddystone Avenue.

3. City Council authorize the removal of the city owned tree located in the boulevard, on the northeast corner of Oakdale Road and Eddystone Avenue.

This staff report is about speed limit reductions for which Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City policy or by-laws.

The Vision Zero Road Safety Plan Speed Management Strategy focuses on how higher speeds contribute to higher risk of serious injuries and fatalities, and that setting lower speed limits is a key tool for reducing operating speeds on Toronto's roadways.

\r\n

 

\r\n

The Vision Zero Speed Management Strategy includes a program for reducing speed limits on local roads, as defined in the City's Road Classification System, and public lanes or public alleys, to 30 km/h, on a neighbourhood basis. With this approach the City is no longer required to sign every individual street within that designated area, but only the entry and exit points to/from the designated area where speed limits change and any internal roads with a different speed limit.

\r\n

 

\r\n

This report introduces 14 new entries to Schedule XLV, covering all local roads and laneways within the remaining area of Ward 2, as well as three newly assumed roadways in Ward 3 Area 5. This report also corrects a typographical error in the Ward 1 Area 12 map that was originally entered into Schedule XLV (Part 2) as Area 9.

Multiplex Construction Canada is constructing the new Etobicoke Civic Centre consisting of nine buildings ranging from 2 to 16 stories located at 3755 Bloor Street West. The site is located on the southeast corner of Bloor Street West and Kipling Avenue.

\r\n

 

\r\n

City Council, at its meeting on June 25 and 26, 2025, approved item 2025.EY23.23 and in so doing approved the subject construction staging area on Kipling Avenue, from June 30, 2025 to December 31, 2025. Since then, the approved staging on Kipling Avenue has not yet been implemented due to unforeseen delays related to forestry requirements, as well as setbacks associated with hydro pole removal. The developer is now requesting an extension for the duration of the construction staging area on Kipling Avenue, to allow for the construction of the development to proceed as planned.

\r\n

 

\r\n

In view of the above, Transportation Services is requesting authorization to extend the duration of the construction staging area on Kipling Avenue for an additional 12 months, from January 1, 2026 to December 31, 2026.

The Etobicoke York Community Council recommends that:

1. City Council continue to authorize the closure of the east sidewalk and the northbound right-turn lane on Kipling Avenue, between a point 20 metres south of Bloor Street West and a point 62 metres further south and provision of a temporary pedestrian walkway within the closed portion of the northbound right-turn lane, from January 1, 2026 to December 31, 2026, inclusive.

\r\n

2. City Council authorize the continued closure of the northbound bicycle lane on the east side of Kipling Avenue, between Bloor Street West and Dundas Street West, from January 1, 2026 to December 31, 2026, inclusive.

3. City Council direct the applicant to cooperate with and provide all necessary assistance to the City Engineers, staff and representatives carrying out operation, maintenance, and construction activities to municipal infrastructure within the vicinity of the construction staging area, and at no cost to the City to remove any staging to accommodate the necessary municipal infrastructure work.

The proposed changes will facilitate 10-minute pick-up and drop-off activities flanking the site as well as introduce a left-turn prohibition south of the site to prevent infiltration into the community. The proposed traffic regulations are consistent with City policies and guidelines, given the operation of the roadways and the surrounding residential nature.

The proposed changes will amend the existing school bus loading zone fronting the school as well as prohibit left turns from and to the westerly school driveway to enhance traffic flow in the area. The proposed traffic regulations are consistent with City policies and guidelines given the operation of the roadways and surrounding residential nature.

The Maple Leaf and Rustic Neighbourhood Streets Plan process is underway in the subject neighbourhood. An update to the community on revised proposed changes is anticipated later this fall, and a final report to Etobicoke York Community Council is anticipated in Quarter One of 2026. Any additional traffic management strategies for the area surrounding St Fidelis Catholic School can be advanced through that planning process.

The Etobicoke Greenway was formalized as part of City’s planned cycling network as a near term implementation project under IE14.3 - Cycling Network Plan Update (2025 - 2027)

This project is a joint initiative between Hydro One and the City of Toronto to formalize a paved multi-use trail within the Hydro One corridor. The proposed trail will be approximately four kilometres long and three metres wide, extending through several key segments of the corridor, such as:

-  Bloor Street to Burnhamthorpe Road

\r\n

-  Rivercove Drive to Martin Grove Road (just south of Winterton Drive)

\r\n

-  From the southwest corner of Willowridge Road and Richgrove Drive northeast to Longburne Drive

\r\n

 

\r\n

The proposed trail, once fully completed, will link several neighbourhoods with the Kipling Transit Hub at Six Points, including subway, GO trains, local and regional buses. 

\r\n

 

\r\n

Hydro One will lead the design and construction of the trail, with completion anticipated by late 2027. The current scope is limited to the trail surface itself and does not include amenities such as benches, lighting, signage, waste bins, gates, splash pads, dog parks, or pollinator gardens. While these features are outside Hydro One’s current scope; however, the City may consider such enhancements in the future through the Provincial Secondary Land Use Program (PSLUP), subject to the appropriate approvals. Upon completion, the City will assume maintenance responsibilities beginning December 1, 2027, including:

\r\n

- Grass cutting along trail edges approximately 12–14 times per year

\r\n

-  Snow removal approximately 5–6 times per winter season

\r\n

-  Surface sweeping at least twice per year

\r\n

 

\r\n

Staff understand that Hydro One is investing approximately $7.5–$8.0 million in this initiative, which covers full design and construction as well as a one-time capital contribution to support the City’s maintenance and equipment needs through December 31, 2031. After this date, ongoing maintenance costs will be assumed by the City. Adjustments to the Parks operating resources will be formalized through future budgets.

\r\n

 

\r\n

Before Hydro One can proceed into the design phase, a signed agreement is required, and Parks & Recreation does not have authority to execute any agreement directly. This motion requests that the General Manager report directly to the next Etobicoke York Community Council meeting with an update on the project, and with any recommendations to facilitate the completion of an agreement, necessary to advance the project to the next step.

The Etobicoke York Community Council recommends that:

1. City Council assume the municipal services relating to Plan of Subdivision 66M-2568.

\r\n

 

\r\n

2. City Council authorize the Director, Engineering Review, Development Review, to release the performance guarantee held with respect to the municipal services in accordance with the Subdivision Agreement, dated January 24, 2020, between Humberwood Holding Corporation and Hullmark Developments Limited and the City of Toronto.

\r\n

 

\r\n

3. City Council authorize and direct the City Solicitor to prepare an assumption By-law to assume the public highway within Plan of Subdivision 66M-2568 and to bring it forward for enactment.

\r\n

 

\r\n

4. City Council authorize the appropriate City Officials to take the necessary action to give effect to City Council's decision.

\r\n

 

\r\n

5. City Council authorize the appropriate City Officials to transfer ownership of the street lighting system constructed within Plan of Subdivision 66M-2568 to Toronto Hydro Energy Services Incorporated.

The Chair acknowledged that the Etobicoke York Community Council was meeting on the traditional territory of many nations including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. The Chair also acknowledged that Toronto is covered by Treaty 13 with the Mississaugas of the Credit.
